National collective agreements predominate and are legally binding on companies for which the agreement has been made mandatory. For companies that are members of employers` organizations, the union would normally have to organize at least 10% of employees for the company to be under collective contract. Surveys of workers estimate that the coverage of collective agreements in the private sector is about 55%, but such surveys tend to exaggerate actual coverage. Over the past three years, the figures have shown a slight decline in wage setting. Norway`s industrial relations system is centralized. Strong confederations, both on the workers` and employers` side, as well as trade union and employer confederations at the federal level, play an important role in collective bargaining. Sectoral collective agreements dominate, but are complemented by enterprise-level negotiations as part of the peace obligation in much of the private sector. The prohibition of discrimination against part-time workers and preference rights are provided in chapters 13 and 14 of the Labour Environment Act. Such provisions are also included in collective agreements. The new platform economy, which involves companies such as Uber and Foodora, is often seen as a threat to traditional employment. The bicycle courier strike in the Norwegian Foodora office was therefore one of the highlights of this year`s professional life. Foodora made the decision to offer an employment contract to its couriers and was open to negotiating an agreement.

However, Foodora refused to enter into the existing collective agreement for the transportation industry because it operates at low margins. It took several weeks of labour disputes for the parties to sign a collective agreement. More than 100 bicycle couriers joined the Norwegian trade union (Fellesforbundet) and took part in the strike. Finally, the parties agreed to an agreement including a three-month winter supplement and a bicycle premium per delivery. The Norwegian executive director of Foodora, Carl Tengberg, spoke of a „modern [collective] contract, and the head of the union said that the agreement has established „a whole new and important measure for future professional life”. In most sectors of the economy, there is a two-step bargaining system. Wage negotiations at the company level take place after the central negotiations, without the right to strike.
